DALLAS (April 8, 2013) – Today, MV Transportation, Inc., announced it has been awarded a contract to operate the ACCESS paratransit service for the Orange County Transportation Authority (OCTA). Since 2009, MV has also operated a portion of the fixed route service for OCTA.

Under the terms of the contract, MV will assume operations and maintenance of the ACCESS paratransit service on July 1, 2013 for a four-year base period with two (2) two-year renewal options. The service will be provided using a client-furnished fleet of 248 service vehicles, as well as a smaller fleet of taxicabs and accessible vehicles furnished and operated by MV’s taxi partner, Yellow Cab of Greater Orange County. MV will employ approximately 475 professional operators and staff to run the paratransit service.

MV brings to the contract technology tools that will integrate with OCTA’s Trapeze scheduling system to enhance service delivery and help manage the anticipated future growth of the paratransit service. During the new contract term, MV also intends to participate in passenger outreach campaigns, community events, and passenger advocacy committees in conjunction with the OCTA in an ongoing effort to identify ways to improve the rider experience. In addition, MV will coordinate with OCTA to help manage ridership through productivity improvement and passenger education to facilitate passengers’ transition from ACCESS to fixed route service, when able.

“MV is thrilled with OCTA’s selection,” said Carter Pate, Chief Executive Officer for MV Transportation. “ACCESS is a vital service for people with disabilities and seniors in Orange County. We are both proud and honored to operate the ACCESS service and look forward to expanding our partnership with OCTA. MV is committed to a smooth transition with the incumbent contractors to ensure service continuity and quality for the citizens of Orange County.”

Founded in Northern California in 1975, MV Transportation operates more than 100 contracts throughout the state, including 25 in the Greater Los Angeles and Orange County area.

Celebrating 26 Years of Providing Service to Petaluma

For 26 years, MV Transportation has proudly partnered with the City of Petaluma to support safe and reliable transportation. Since beginning fixed-route operations in 2000, MV’s Petaluma team has played an important role in helping connect riders to work, school, medical care, and the everyday destinations that keep a community moving.
Over the years, that partnership has continued to grow. In 2014, MV expanded its service in Petaluma to include paratransit operations, further supporting access for passengers who depend on specialized transportation. More recently, the division has helped support several major service milestones, including the launch of Petaluma Transit’s fare-free pilot in July 2024. With that effort, Petaluma became the first transit system in the Bay Area to eliminate fares for all riders across both fixed-route and paratransit services.
